GENEVA, Oct. 25 - Noel Leon Rovira, Norma Frida Roffe Samaniego, Manuel Mereno Rico, and Olivia Maricela Barron Cano, all from Nuevo Leon, Mexico, and Juan Pablo Hurtado Pacheco of Ecuato, Ecuador, have developed an energy-saving lighting device.
