ST. PAUL, Minn., Feb. 19 -- Minnesota State Rep. Steve Smith, R-District 33A, issued the following news release:

This past week the Legislature convened. The second year of the biennium has traditionally been a bonding year. That means the main piece of legislation the legislature traditionally passes is a bonding bill, which is typically used to make infrastructure improvements around the state.
