WASHINGTON, Oct. 24 -- The U.S. Department of Energy's Federal Energy Regulatory Commission received the following comment:

My concern is of the animals that MAY have a migration route crossing the path of construction of the pipeline. What measures would be in place to protect the animals should a migration take place during construction? Animals should not be interrupted during their migrations. . . .
