BOULDER, Colo., Oct. 24 -- Boulder County issued the following news release:
People who need help paying their winter heating bills may begin applying for assistance on Nov. 3. The Low-Income Energy Assistance Program (LEAP) will begin accepting applications on Monday, Nov. 3, and will continue accepting applications through April 30, 2009.
