WASHINGTON, Dec. 18 -- The American Council of Life Insurers issued the following statement by Dirk Kempthorne, President and CEO:
"ACLI and its member companies welcome the signing into law of the Insurance Capital Standards Clarification Act. On a bipartisan basis, Congress showed overwhelming support for appropriate capital standards for life insurers.
"The measure clarifies the Federal Reserve Board's authority to apply insurance-based capital standard . . .
