SAN ANTONIO, Texas, Nov. 21 -- The Senate Finance subcommittee on International Trade, Customs and Global Competitiveness issued the following testimony by Texas Farm Bureau President Russell Boening at a field hearing entitled "Modernization of the North American Free Trade Agreement":
