WASHINGTON, April 27 -- The Senate Armed Services subcommittee on Cybersecurity issued the following testimony by Michael D. Lumpkin, principal at Neptune Computer and former acting under secretary of Defense for policy at a hearing entitled "Cyber-enabled Information Operations":
